Market consultation notice for the LVIV Municipal Hospital Public-Private Partnership Project 

To assist with the selection of a private partner the City retained the International Finance Corporation (IFC), a member of the World Bank Group, as its lead advisor. Specialized consultants for the Project include Deloitte LLC, ABMK Ukraine, Ukraine Healthcare Center (UHC) and others.

The City intends to organize the preparation and tendering of the Project through a competitive selection of a private partner, in accordance with Ukrainian law and best international practices. The tender procedure is expected to be conducted in two stages. In the first stage, private investors will be required to submit prequalification applications and qualification and selection documents. In the second stage prequalified candidates/​bidders will submit technical and financial proposals. The City will select a winning bidder and sign a long-term PPP Agreement (est. 15 – 20 years). The tender process is expected to be launched in early 2026.

The City hereby invites all interested parties with experience in designing, financing, constructing, equipping and maintaining hospitals to submit their preliminary and non-committal indication of interest in the Project using the contact details below by 14^th of February 2026.
