Transparency and Accountability: Lviv Has Joined the «Fiscal Governance for Local Recovery and Reconstruction» Project

The document will serve as a roadmap for improving the city’s fiscal governance. As part of the project, Lviv assessed its financial system and began introducing modern tools to improve the efficiency of resource management, support economic activity, attract investment, and create better conditions for business development.
«This initiative helps the city to improve the quality of financial management, attract additional investment, and ensure transparency and accountability,» said Andriy Moskalenko, First Deputy Mayor of Lviv.
The memorandum created new opportunities to further enhance financial governance within the community — from strengthening revenue administration to improving budget planning and the effective use of public funds.
According to Viktoriia Dovzhyk, Director of the Department of Financial Policy of Lviv City Council, representatives of all political factions in the City Council were involved at the launch of the project, as all financial decisions are made at council sessions. She noted that the project focuses on improving financial management over the coming years, increasing transparency and accountability, developing new decision-making tools, and addressing key issues such as revenue and debt management.
Mayor of Lviv Andriy Sadovyy emphasized that the initiative is another step toward well-balanced and consolidated decisions for the development of the community. He also noted that Lviv stands out for its culture of dialogue and cooperation across political forces when addressing important issues.
In addition, as part of its broader efforts to improve governance and the business environment, Lviv had previously signed the Declaration of Fair and Reasonable Administration with Ukraine’s Business Ombudsman. Within this framework, the city is establishing complaints review commission to help businesses and residents resolve disputes through dialogue, a balanced approach to interests, and compromise, without resorting to court proceedings.
